Hyderabad: Despite the State government enhancing the salaries of policemen by 43 per cent, corrupt practices by cops still continue in different police wings.

CV Anand, Commissioner of Police, Cyberabad, who warned his field staff recently to end the ‘mamool raj’ and illegal activities or else be prepared to face disciplinary action, does not seem to put any brakes to corruption within the department.

Recently, removal orders were given to constable Bichaiah and homeguard Raja Rao, both attached to the Jeedimetla police station by CP, Cyberabad. The duo was accused of taking a bribe of Rs 30,000 from three persons for not registering a case against them for playing cards under the Jeedimetla police station limits. Similarly, the Director General of Police, Anurag Sharma, had suspended the ACP (LB Nagar) P Seetharam on charges of corruption in land disputes.

The irony in these cases is only the constables, home guards and other lower rank cops are suspended or sacked from service for dereliction of duty or for indulging in corrupt practices, while the higher rank police officers are left with minimum punishment. The decree or quantum of punishment depends on the rank of the policemen and not on the severity of offence. If a higher rung officer is held, a suspension order is placed whereas a lower rank cop is laid off from job if found corrupt.

Experts say it is ironical to see a policeman dealing with a complaint against another policeman. When asked CV Anand if any police authority was there to take action against tainted cops, he replied no such authority was in place.

In most of the cases, experts feel that the tainted circle inspectors, ACPs and DCPs, who are found guilty, are only placed under suspension from their higher-ups and a departmental inquiry is ordered.

The CIs, ACPs and DCPS, are arrested only to be let off on bail or after the charges were left unsubstantiated. The maximum punishment is suspension from work for a couple of months.

“There is huge discrimination within the department. We always bear the brunt. The senior officers if found guilty let scot-free after a departmental inquiry,” a constable attached to LB Nagar zone said, adding that most of the complaints have been termed false at the preliminary level against the senior ones.
