The PIL bench of the High Court at Hyderabad on Monday directed the State government (Telangana) to respond to a petition challenging the action of the government to construct a cultural centre on NTR Stadium near Indira Park in the City. The bench comprising acting Chief Justice Dilip B Bhosle and Justice S V Bhatt was dealing with a public interest writ petition filed by Indira Park Walkers Association, represented by its president A Sudhakar Rao Yadav. S Satyam Reddy, counsel for the petitioner, contended that the GHMC had no right to transfer the said ground to the Department of Culture for the purpose of constructing Telangana Kala Bharathi.


The petitioner contended that the action of a Special Officer in the absence of an elected committee in handing over the ground was illegal. The petitioner pointed out that several people used the ground for various purposes like walking, jogging, yoga, meditation, playing, etc., and the action of the Special Officer would deprive the citizens of lung space.


Advocate General K Ramakrishna Reddy informed the court that the State government planned to construct Kala Bharathi for various cultural activities similar to a convention centre. He submitted to the court that the proposed construction would be taken up in about six acres (out of the sprawling 14 acre stadium) and so far, no works were taken up at the proposed site. The bench adjourned the matter to June 22.
