Hyderabad: Chief Minister K Chandrashekar Rao on Friday rejected the new Excise policy – 2015 prepared by the State Excise and Prohibition Department officials. The Chief Minister found that the policy had failed to add teeth to tackle the growing menace of illicit distillation of liquor (gudumba) in the State.

Directing the officials to rework on the policy, KCR set three month deadline to the official to incorporate stringent laws to curb ID liquor and smuggling of NDPL (non-duty paid liquor) from neighbouring states. KCR, who held a meeting with the top officials of the department and discussed in detail the draft policy two days ago, expressed strong displeasure over the unabated ID liquor production and consumption in the villages, especially in Warangal, Nalgonda, Mahbubngar and Adilabad districts where the number of cases registered against bootleggers increased many fold during the last two years.

KCR is also learnt to have expressed his anger at the Enforcement wing of the department for its failure in containing the smuggling of NDPL from the neighbouring Karnataka, Maharashtra and AP which caused huge loss to the State exchequer.
The officials told The Hans India that the Chief Minister was not happy with the new policy which concentrated more on increasing revenues from the sale of liquor and neglected the ID menace which also claimed many lives in the hooch tragedies occurred in many districts in the recent times.

KCR raised strong objections on the introduction of sale of cheap and quality liquor in the licensed liquor outlets, proposed in the new policy without curbing ID liquor sale. “KCR observed that there was no point in making available cheap liquor without curbing the availability of ID liquor in the villages,” the officials said.

When contacted, state Excise minister T Padma Rao said KCR wanted to bring in stringent laws, including the enforcement of PD (Preventive Detention) against the illegal brewers. In the existing policy, the offenders were given simple punishment like imposing meagre fine and three month jail in case they were caught. The new policy also did not give much importance to contain the menace.
