New Delhi: Union Urban Development Minister Venkaiah Naidu on Wednesday stressed the need for early orders on ‘local status’ of people and employees seeking to shift to Andhra Pradesh from Telangana for admissions and employment.
Deliberating extensively on the local status issue, Venkaiah Naidu asked the senior officials of the Ministries of Home, and Law and Justice to address the concerns of the people and employees seeking to shift to Andhra Pradesh.
Discussions focused on making necessary amendments to the Presidential Orders issued in 1974 and 1975 with respect to admissions into educational institutions and employment based on local status.
The provisions of the two Presidential Orders which are in force and of the provisions of the Andhra Pradesh Reorganisation Act, 2014, were examined at length during the meeting.
Naidu urged the two Ministries to take swift action for suitably amending the existing Presidential Orders.Naidu, during the discussion, spoke to the Chief Secretary of Andhra Pradesh for clarity on related issues.
He also discussed the matter earlier with Home Minister Rajnath Singh and Minister of Law & Justice Sadananda Gowda.Venkaiah Naidu also discussed the proposal made by Chief Minister of Andhra Pradesh N Chandrababu Naidu in a letter to Union Home Minister last week.
In his letter, the Chief Minister proposed amendments to the Presidential Orders of 1974 and 1975 making a provision for according ‘local status’ to candidates migrating to Andhra Pradesh within a period of 3 years from bifurcation, at a place they choose to reside as per guidelines to be issued by the Government of Andhra Pradesh.
Law Secretary P K Malhotra, Joint Secretary(Home) Kumar Alok and other senior officials participated in the 45-minute discussion.
Two Presidential Orders -- Andhra Pradesh Educational Institutions (Regulation of Admissions) Order was issued on 3.7.1974 and Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order was issued on October 20, 1975.
