Justice C V Nagarjuna Reddy of the High Court at Hyderabad on Thursday directed the Telangana State government to explain why illegal sand mining and transportation was not treated as a cognizable and non-bailable offence.

The judge in the course of hearing a writ plea filed by Bandari Papi Reddy asked for the clarification. The petitioners moved the court for release of their lorries seized for alleged transport of sand.The judge observed that the menace of illegal sand mining was threatening the very existence of mankind with the rivers drying up and people clamouring for water.

He lamented “still this Court is unable to understand as to why strong measures are not being taken by the State such as treating illegal sand mining and transportation a serious offence and probably a cognizable and non-bailable offence.”

“unless such strong measures are taken, it is next to impossible for controlling the illegal sand mining and transportation, which is causing a serious threat to ecology and environment”, the judge added.
