A day after the Telangana State government scrapped Regulation 13, which was added to the Hyderabad Urban Development Authority Zoning Regulations in 1995 through GO MS 542, heritage activists are up in the arms. They demanded that the government revoke GO 183 with which Regulation 13 was scrapped. They also are planning to move court in this regard.

Hyderabad: A day after the Telangana State government scrapped Regulation 13, which was added to the Hyderabad Urban Development Authority Zoning Regulations in 1995 through GO MS 542, heritage activists are up in the arms. They demanded that the government revoke GO 183 with which Regulation 13 was scrapped. They also are planning to move court in this regard.
Regulation 13 related to protection of heritage monuments, according to activists. The move by the government is being seen as an attempt to make it easy to bring down heritage structures such as Osmania General Hospital, Chest Hospital and other buildings. M Veda Kumar, president, Forum for a Better Hyderabad said, “Hyderabad was the second city after Bombay. Now, almost all cities have heritage protection laws. With one stroke, the protection of heritage structures is removed. The government needs to revoke the decision and also reconstitute the Heritage Conservation Committee (HCC) which is defunct.”
Activists feel that the government has acted in haste and is being ill-advised by people. Hyderabad and heritage go hand in hand. P Anuradha Reddy of INTACH says, “This move by the government is shocking. In the name of development the old structures are being razed to the ground. Hyderabad without the heritage structures is unimaginable.”
Meanwhile, owners of private properties welcome the development as they no longer would have to seek permission.
