City Police Act gives more teeth to cops

Warangal: Mere setting up of a Police Commissionerate in the city would not serve any useful purpose, if it fails to provide more powers to the police department to effectively deal with issues pertaining to law and order. Ever since G Sudheer Babu became the first Warangal Commissioner of Police (CP) on June 12, there has been a constructive effort to bring about awareness among the police personnel who hitherto were not acquainted with the ‘City Police Act’. Under the Hyderabad City Police Act, 1348 Fasli (9 of 1348 F), which is also applicable to Warangal Commissionerate, the Commissioner of Police will have the powers equivalent to that of an Additional District Magistrate. The CP will have the liberty to make rules as may be required for controlling crime and maintaining law and order.
The Police Commissioner is responsible for all aspects of policing falling within the Commissionerate limits. Since the magisterial powers are clubbed with police powers, police becomes effective in dealing with the law and order problems. The power of detaining persons under Preventive Detention Laws which were vested with the District Collector hitherto is one among some major powers the CP has got after the formation of Warangal Commissionerate. The CP will also have the power of issuing licenses under the Arms Act.
Against this backdrop, the Hyderabad Police Commissionerate’s legal advisor, E Ramulu, on Saturday, conducted a training camp for the police officials to explain the City Police Act and its implementation. He dwelt at length on the PD Act, rowdy-sheet, land encroachments and traffic issues while referring to the importance of gathering proper information of crime and identifying witnesses. Speaking to The Hans India here on Saturday, Sudheer Babu said: “Ever since the city police was upgraded into the Police Commissionerate, we have been trying to create awareness among the people about the City Police Act.”
