In undivided Andhra Pradesh, the incentive for unanimously elected village panchayats was Rs 5 lakh. After the formation of Telangana, the State government announced a hike of Rs 2 lakh and made the reward amount Rs 7 lakh. Despite such encouraging step, the payments were never made and the total due amount for the district stands at Rs 7.56 crore.

The undue delay in the release of the incentive has hit the development plans of sarpanches. A majority of villages do not have basic amenities and the sarpanches have not much funds available to them to develop the basic facilities. As a result, they are facing the ire of villagers for their `inability' to take up development works in the panchayats. Such pressure is more in the villages that have political unity, which obviously expect more from the unanimously elected sarpanches.

The main objective of unanimous panchayat elections is to promote harmony by avoiding political friction in villages. In the process, considerable amount of election expenditure can be saved. People are now apprehensive that the very purpose of unanimous choice in panchayat elections gets defeated if the State government fails to appreciate the efforts of these villages.

Kurumurthy, a villager of a unanimously elected panchayat said, ``There is virtually no improvement in basic amenities in our village. We strove for consensus while electing panchayat sarpanch with a hope to develop our village with the cash incentive. We are a disappointed lot now.’’ Narsima, another villager, supported this view.
