He was speaking at a seminar on ‘Public Institutions in India: Governance and Governability’ organised by the Department of Public Administration, Andhra Mahila Sabha, Arts and Science College for women, in Hyderabad on Saturday.

Sridhar said that about 30 per cent of judges’ posts were vacant. Likewise in several universities, new teachers were not recruited once the seniors retire. Criticising the trend of contract labour, Madabhushi came down heavily on it. He said that the essence of having good governance was having qualified people but several public institutions across the country were using the Contract Labour Act and employing people for a few thousand rupees.

Earlier, Prof Y Pardhasaradhi, Director, Regional Centre for Urban & Environmental Studies, Osmania University said that the public institutions in the country were at crossroads and it was time for governmentality which essentially calls for a proper understanding the difference between ‘power’ and ‘dominance’.

The time has come to think beyond ‘Weberian bureaucracy,’ he said. While speakers felt the need to rejuvenate public institutions they also felt that in a market-driven economy the age-old practices need to have a relook.
