Hyderabad: A two judge bench of the High Court at Hyderabad comprising acting Chief Justice Dilip B Bhosale and Justice P Naveen Rao on Wednesday directed the GHMC and the State of Telangana to submit a report on the land allotted to private and public purposes in the last 20 years.

The bench also wanted information on land allotted for public park and public utility in general. The bench made the order in a writ petition filed by senior advocate, social activist and human rights leader K Prasad Reddy.

In his affidavit, the senior lawyer lamented of the disappearing lung space in the State of Telangana. The petitioner wanted a declaration that the failure on the part of the government to provide adequate green space and parks was a violation of the Right to Life and Liberty under Article 21 of the Constitution of India.

The petitioner also sought specific directions to the government to demarcate land and to undertake development of public parks in urban areas. The petitioner further sought directions to the authorities to fix a time frame to identify and demarcate land for the said purpose.

S Niranjan Reddy, counsel appearing for the petitioner, pointed out that cities were becoming “carbon sinks” and seriously jeopardising public health. He further argued that there were absolute lack of small parks even in the districts and that the same was in violation of an UN Charter on child rights.
