Hyderabad: On the lines of corporate companies, Telangana Chief Minister K Chandrasekhar Rao has introduced performance appraisal system for his party legislators to ascertain their efficiency in the delivery of services to the people in the respective Assembly constituencies.

Under the new system, all his MLAs have to submit self appraisals together with a document explaining the execution of development programmes, utilization of constituency development funds and efficiency in discharging their duties at the assembly segment level.

Based on the reports, KCR would give ranking (best performing, average and worst performing) to the MLAs. As IT and Industries Minister KT Rama Rao and some other legislators have already submitted appraisals by compiling all the data as a development document to the Chief Minister, many of the legislators are busy giving finishing touches to their reports.

The IT minister has already released the development document for the year 2015-16 in the presence of people in his Siricilla constituency last week. The minister forwarded the document along with self appraisal to the chief minister on the same day. In fact, KTR has been releasing development document of his own constituency for the last two years.

Manthani MLA from Karimnagar district P Madhu informed The Hans India that self assessment of his performance is the key indicator to get appreciation from the chief minister. The new system would help legislators to work hard and also publicize his/her achievements through the development document every year.

Before the assessment of his performance in the report, he held meetings with all officials and reviewed progress in all works taken up by him at the grassroots level. The implementation of flagship programmes like – Mission Kakatiya, Mission Bhagiratha, Kalyana Laxmi, pension scheme, speedy redressal of public grievances and infrastructure like road development works are being taken as parameters to assess the performance of every legislator.

After receiving the reports from all constituencies, KCR would hold one to one meeting with his party legislators and enquire the difficulties, if any, in fulfilling the promises made at the constituency level. Additional funds would be provided to those who performed well. Those who failed to reach up to the expectations would undergo training.

KCR began the exercise to motivate the MLAs and hone their skills in the service delivery mechanism at administrative level as the performance of the government is the only indicator to win the hearts of people in the next elections also, sources said.
