Lok Satta leaders oppose KCR’s appeal to Centre

Warangal: Lok Satta Udyama Samstha leaders have objected Chief Minister K Chandrashekar Rao’s reported appeal to the Central government to release grants meant for local bodies through the State government.

The CM’s request goes against constitutional amendments 73 and 74 intended for strengthening local bodies, said Lok Satta Telangana and AP states convener B Rammohan Rao and its state advisor P Kodandarama Rao.

As the State enjoys certain rights under federalism concept, the local bodies too got some privileges as per the above constitutional amendments. There should not be dual standards when it comes to upholding constitutional rights of local bodies, he observed.

“If the State wants its rights protected while dealing with issues related to sharing funds and power between State and Centre, the same should be case between the State and local bodies,” the Lok Satta leaders averred while speaking to press persons in Hanamkonda on Sunday.
This they said with reference to the CM’s plea to the Centre to release 14th Finance Commission grants to the State instead of directly releasing them to gram panchayats. “It is not proper,” Rammohan Rao said.

He sought to know why the State government, which tabled a budget of Rs 1.30 lakh crore, has failed to allocate funds to gram panchayats, municipalities, mandals and zilla parishads. Grama Jyothi programme which TRS government launched in 2014 in a grand manner has failed to yield desired results. Public participation was lacking in villages development as the State has taken control over entire programme.

The training imparted to Grama Jyothi functional committees was also proved to be a namesake exercise. The committees were not formed in a democratic manner and its members were unaware of their duties.

The development proposals under ‘Mana Ooru Mana Pranalika’ were prepared by panchayat secretaries and MPDOs. The functional committee meetings were not convened and public in the villages were not taken into confidence, Rammohan Rao explained.
