Engineers of both the states could be members of the committee to monitor water utilisation, he added. During his meeting with Union Water Resources Minister Uma Bharti in New Delhi on Tuesday, Harish Rao said that in the absence of telemetry arrangement, AP was cheating Telangana as usual and this should be curbed.

Also, as the Polavaram project was undertaken as a national project by the Centre, Telangana should get its share of Godavari water, he said.

Urging the Union Minister to check the proliferation of illegal project like Pattiseema, Rao said pending projects like Indiramma Flood Flow Canal must be cleared at the earliest.

He said the project had got all technical clearances and only the financial investment clearance was needed for Rs 5,940 crore revised estimates. Pending proposals of Nizamsagar project to provide waters to the tail-end areas and funds for Mission Kakatiya were also brought up by him.

Later during his meeting with Union Agriculture Minister Dr Radha Mohan Singh, Harish Rao, pleaded for releasing the minimum support price (MSP) of Rs 420 for green gram from September 1 itself as the produce had hit the market this month itself while the Centre had planned to release the MSP from October 1.

He said a quintal of green gram would be fetching the Telangana farmer Rs 5,275 if this was implemented. The Union Minister agreed to relax the provision of the MSP for green gram and issued relevant orders, he said. He also sought intervention of Central agencies in lifting the stocks immediately.

The Telangana Government had been implementing the National Agricultural Marketing Mission in 46 market yards in the State but the server was slow, he said seeking speeding up of the same. The problem would be acute in processing the business when the arrivals peak from next month onwards, he said.

He pleaded for funds for upgrading the infrastructure of these godowns. During his meeting with Union Minister of State for Commerce Nirmala Sitaraman, Harish Rao urged the latter to clear the pending proposals for establishing five cold storage units in the State at a cost of Rs 64.41 crore.

He urged the Ministry of Roads and Highways to undertake completion of the four-lane work on the Hyderabad- Patancheru- Sangareddy stretch of the Hyderabad- Mumbai highway which had been pending. He also raised the issue of waterways on Godavari and sought Centre's cooperation, in his meeting with Union Minister Nitin Gadkari.

Referring to the tripartite agreement among the Centre- NABARD- Water Resources Ministry to facilitate extending loans to the state governments to speed up work on prioritised projects cleared by the National Water Development Agency, Harish Rao said while the agreement meant all 99 projects would stand to benefitted, Telangana itself would be in a position to complete 11 projects in time.

The loans could be released by this month end following the financial tie up with the NABARD, he said.
