According to the findings of the task force, former chairman of Bhoodan Board C V Chary made an allotment of 100 acres of land in Survey No. 58 of Ibrahimpatnam to the VDS. Interestingly, Chary is the secretary of VDS and from the allotment it becomes clear that there is a bigger conspiracy behind the allotment.
Chary went on to become the president of VDS later. G Rajender Reddy became the vice-president of the society. This is very interesting truth because Rajender Reddy was the one who made an application in 2005 seeking mutation and issue of pattadar passbooks in the name of VDS. What is more interesting is that Rajender Reddy went on to become the chairman of Bhoodan Board in 2012 and took charge from Chary.
From the findings of Sinha committee report, it is crystal clear that the persons allotting the land and the beneficiaries are one and the same. Further, it becomes clear that Chary and Rajender Reddy colluded to ensure that the reigns of both Bhoodan Board and VDS remained with them so that they can carry out the irregularities without any trouble.
Sinha’s findings also state that not just Chary and Rajender Reddy, but some more employees of Bhoodan Board were members of VDS, which is illegal. The executive members of VDS V Krishnamurthy, B Damodar and B Hima Shailaja were superintendent, secretary and contract employee respectively at the Bhoodan Board.
Besides, the employees of Bhoodan Board claimed themselves as social workers to become the members of VDS. Thus, the land grabbers took refuge as social workers, bringing disrepute to the social welfare.
In his findings, Sinha also expressed doubts as to why only these three employees were chosen to become the members of VDS in 2008 by Chary and Rajender Reddy.
Referring to a copy of the proceedings (Dated.17.7.1986 bearing No.22948) related to the file (No.BYB/B/226/86) of Bhoodan Board, in which 100 acres of land in Survey No. 58 of Ibrahimpatnam was granted to VDS and has been signed by Chary, the findings of Sinha say that the proceeding was certainly a forged document.
The report stated that Chary has been maintaining a blank machine numbered book of AP Bhoodan Board in his custody even after demitting office of Chairman of Bhoodan Board in 2012. Referring to the role of Mandal Revenue Officer (MRO), Ibrahimpatnam, who issued patta in favour of a person VDS represented by Rajender Reddy as “Resident of Gandhi Bhavan, Village Ibrahimpatnam, Taluq Ranga Reddy district”, since there was no village by name Gandhi Bhavan in Ibrahimpatnam Taluq.
And this is not the end of the grave irregularities committed by Chary and Rajender Reddy to grab 100 acres of Bhoodan lands. The land grabbers have not only bribed revenue officials but also cheated Income-Tax department.
