Senior professors in Medical Colleges are up in arms against the State government’s recent appointment of Director of Medical Education (DME). The aggrieved seniors have stated that their seniority was ignored and charged the State government of involving in manipulation. They reportedly knocked the doors of the Principal Secretary Health RajeswarTewari and sought his intervention in the issue.
Hyderabad: Senior professors in Medical Colleges are up in arms against the State government’s recent appointment of Director of Medical Education (DME). The aggrieved seniors have stated that their seniority was ignored and charged the State government of involving in manipulation. They reportedly knocked the doors of the Principal Secretary Health RajeswarTewari and sought his intervention in the issue.
According to a Health Department official, during February this year, the Directorate of Medical Education released a seniority list with 71 names. Based on the list, the government had called Annual Confidential Report (ACR) and Annual Property Statements (APS) of 29 members shortlisted in the list. The shortlisted members were rejected due to the negligence of the Directorate, it is alleged. It did not furnish details of the candidates (ACR and APS) in the list sent to the Government in April.
Then the State government has asked Directorate to send the details of ACR and APS of 10 members. The DME has prepared the list but did not submit it to the government. According highly placed sources in Directorate, it is learnt that the Health Department deliberately did not send the list to the government.
Moreover, even after the formation Telangana, the government did not form Department Promotion Committee (DPC) for selecting the top officials for key posts in Health Department. A DPC should comprise of a Principal Secretary of health as Chairman, one secretary, one official from General Administration Department and DME. DPC will scrutinise the eligible candidates in the ratio 0f 1:3 for the panel.
The government violated the norms and failed to constitute DPC. It appointed teaching staff (doctors who teach medicine) as in-charges. The Osmania, Gandhi, MGM, Mahabubnagar and Nizamabad Medical colleges and hospitals have in-charge principals and superintendents who were not selected by DPC.
Meanwhile, government on 3 July 2017, released a GO pertaining to appointment of Dr K Ramesh Reddy as new DME. But, the senior professors claimed that Dr Ramesh Reddy secured 54th rank, which were 10 ranks below the shortlisted candidates.
The aggrieved senior professors approached the Principal Secretary of health and explained about injustice done to them. The secretary reportedly told to the professors that the appointment of DME is not in his purview.
He agreed that there was significant delay in giving promotions to senior professors as additional directors. He assured them that DPC would be appointed for the post of additional director.
