Hyderabad: The High Court at Hyderabad has asked the Central government to explain by September 19 the exact situation regarding transfer of Bison Polo grounds and Gymkhana grounds to the Telangana State government.

The division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice J Uma Devi gave this direction, while hearing a Public Interest Litigation petition filed by former DGP M V Bhaskara Rao and former cricketer Vivek Jaisimha, seeking a direction to the Central government to not permit the the State government to construct Secretariat, Assembly and other buildings on these grounds.

The counsel for the petitioners Sunil Bhaskar informed the bench that these grounds are being used for military training and holding sports events.

Recently the Defence Ministry announced that the lands of these grounds are being transferred to the State government, while the state Ministers are making announcements about building new Secretariat and Assembly buildings in those lands.

He contended that the Defence Ministry does not have the power to transfer these lands and it is the Cantonment Board that is empowered to take a decision.

Even if the Board feels it can be transferred, that decision has to be ratified by the President of India. He said the people’s opinion must be sought.

When the bench asked to know what is the status of transfer of these grounds, Assistant Solicitor General K. Lakshman said that there is no information regarding the transfer and sought time to get a clear picture on this. The Advocate General D Prakash Reddy also informed that the transfer has not happened so far.

The bench directed the Central government to explain what is the exact status and adjourned the case to September 19.
