Hyderabad: The High Court at Hyderabad has expressed dissatisfaction at the non-compliance of its earlier direction to the Transport Departments of Telangana and Andhra Pradesh governments to furnish details of action taken against private transport operators who were violating Motor Transport Workers Act -1961. It warned that if the details are not submitted by November 7, the date of next hearing, the Commissioners of the two Transport Departments must be present in the court personally to explain the delay.

The division bench comprising Acting Chief Justice Ramesh Ranganthan and Justice Abhinand Kumar Shavili gave this direction while hearing the Public Interest Litigation petition filed by an advocate K V Subba Reddy seeking strict implementation of the Motor Transport Workers Act in the wake of Diwakar Travels bus accident at Moolapadu village in Krishna district in February.

The petitioner contended that accidents are happening frequently because the drivers are being forced to work extra hours in violation of the Act. During the previous hearings, the division bench had directed the two states to furnish details about action taken against the private bus operators who were flouting the Act.

Special Government Pleader of Andhra Pradesh government submitted that the Special Chief Secretary had already submitted a report to the court and sought some more time to furnish further details. The bench expressed dissatisfaction at the report saying the government was just content with imposing some fines on the erring operators leaving aside the provisions for cancellation of licences.

When people are dying in such bus accidents, does this matter not appear to be in public interest, asked the bench angrily. The bench also questioned the Telangana Government Pleader as to why no report had been filed so far and directed both the governments to furnish the details by November 7 otherwise the Commissioners must personally appear before the court and explain.
