A dozen new welfare and developmental schemes are likely to come up in Telangana state in the next financial year 2018-19. While the government has already decided to bring in Rs 8,000 annual incentive scheme to every farmer from 2018, the government began exercise to introduce a few more schemes aiming to appease all sections of society ahead of 2019 elections.
Hyderabad: A dozen new welfare and developmental schemes are likely to come up in Telangana state in the next financial year 2018-19. While the government has already decided to bring in Rs 8,000 annual incentive scheme to every farmer from 2018, the government began exercise to introduce a few more schemes aiming to appease all sections of society ahead of 2019 elections.
On the instruction of Chief Minister K Chandrasekhar Rao, Agriculture, Rural Development, Municipal Administration, Women Development and Child Welfare, BC Welfare, Minority Welfare, SC and ST Welfare, Social Welfare, Education and Medical and Health departments are preparing plans to introduce new schemes and include them in the budget proposals.
On the other hand, the Chief Minister was also reviewing in detail all the existing schemes and programmes meant for the welfare of people. The government wanted to introduce some more new schemes in addition to the 100 plus schemes.
In 2017-18, the government introduced several welfare schemes mainly sheep distribution programme to Golla Kurma community, modern saloons for barber, modern washing system for washermen community, free fishlings distribution to fishermen, Kalayana Laxmi to all poor sections with incentive hike and entrepreneurship promotional schemes among all sections.
As part of the preparation of the budget to be introduced in the assembly in March 2018, the Chief Minister was analyzing each and every scheme and its effective implementation in reaching the benefits to the needy.
The government has found that the self-employment schemes implemented by the BC, SC, ST and Minority welfare departments were not up to the expected level in achieving the targets. It is learnt that the government is planning to bring new schemes aiming to provide self-employment in each community with specific budget allocations in the next financial year.
Community developmental programmes at local level in all municipalities and municipal corporations, new health schemes, special education schemes for poor and new women and youth empowerment programmes are in the pipeline.
Considering the 2018-19 financial year a crucial year for the TRS government as the Assembly elections are just 18 months away, Chief Minister wanted to give utmost priority to the welfare . The government was already spending more than 50 per cent of the budget for welfare programmes. The budget outlay for the welfare would go up by 60 per cent to 65 per cent next year. The allocations for the BC Federations and welfare departments will be increased by at least 20 per cent.
State Finance department officials said that “there will be no dearth of funds for the welfare schemes in the 2018-19 financial year as it will be considered welfare year for Telangana state. The Rs 8,000-incentive scheme for farmers will alone put Rs 2,500 crore burden on state exchequer.”
