Hyderabad: Regardless of the existing pressure, Telangana will continue to face shortage of bureaucrats for another three years as the Union Government has informed the State that the IAS cadre strength will not be increased till 2021. According to sources, the reason is that the sanctioning authority viz. Department of Personnel and Training (DoPT) will review the status pertaining to the requirement of bureaucrats for Telangana only in that year.

As per norms and rules, the Centre holds such a meeting every five years and finalises the cadre strength after taking into consideration the demand for the requirement of IAS officials from every state government. The last such meeting was held in 2016 and the DoPT had then sanctioned 208 IAS cadre strength for Telangana. However, as the total strength of bureaucrats was only 150, the state has had a shortfall of nearly 60 IAS officials against the sanctioned strength since then.

Top officials said that Centre had sanctioned only 10 to 12 newly recruited IAS officials to the state every year for the last three years. This is also one of the main reasons for not fulfilling the sanctioned cadre strength to Telangana.

Following the reorganisation of the districts, which increased in number from 10 to 31 three years ago, the requirement of bureaucrats too has increased, considering the need to fill Collector and Joint Collector posts in the 21 newly formed districts. Besides, some of the senior officials who had gone on deputation to the Centre are not willing to come back to the state. At least 7 to 10 senior officials retire from service every year, upon attaining the age of superannuation.

A senior official said: “A smaller number of the allotment of new IAS officials, continuation of the Telangana cadre IAS officials at the Centre on deputation and the eventual retirement of senior officials have put the Telangana state under great pressure to run the administration with the available scanty number of officials.”

The only option left to the government was giving FAC (Full Additional Charge) to the existing secretaries of various departments and additional charges to the heads of departments.

For instance, state Special Chief Secretary to Energy Ajay Mishra has been given FAC of Higher Education, SC Development etc. State Chief Secretary SK Joshi is overseeing the important irrigation department as all senior officials are already burdened with additional responsibilities.

State Finance Secretary K Ramakrishana Rao has been given the responsibility of running the crucial Planning Department. Officials said that the government is finding alternatives to adjust the available bureaucratic workforce and run the government without any hurdles in the next three years. Several proposals have been made and Chief Minister K Chandrashekhar Rao is examining them.
