Amaravati: As the government has decided to establish a Corporation for Outsourced Services, for the employees working in all departments and other government organizations in the State, the officials are engaged in collecting the data related to the serving outsourced employees.

Shashi Bhushan Kumar, Secretary, Services & HRM in General Administration Department informed with this correspondent that they held a review meeting on Monday on it to identify all the working outsourced employees. At present, there is no concrete information on the number of employees working in the government. Hence, he directed the concerned officials to furnish the data related to it as early as possible. He said that the department also asked the Finance Department to identify the outsourced employees, based on the salaries released to them in the previous month.

He also added that there are outsourced employees working not only in the Secretariat but also in the districts in Collectors offices and other offices. All the data will be collected, he added.

So far, the departments have been recruiting the outsourced employees on their own, based on the need. But, the present government has decided to establish the Corporation to streamline this procedure.

In fact, the Government have framed policy and guidelines on recruitment of persons on Outsourcing or Contract basis and also on engaging the Agencies for outsourcing support services along with emoluments etc. During the implementation of the policy, several complaints have been received against engaging the services of Outsourcing Agencies including these Agencies not passing the full remuneration to the outsourced employees in many instances, explained Shashi Bhushan Kumar in a GO MS No 126, dated October 18, 2019.

Hence, the Government felt it necessary to incorporate a dedicated Corporation that will directly outsource manpower to various Departments or Organisations in the State as per their requirements. It will do away with the involvement of middlemen and other agencies, and create a transparent system for providing outsourced employees and services to the Departments or Organisations across the State, thereby extending maximum benefits to the outsourced employees, stated Shashi Bhushan Kumar.

The Corporation will also hire agencies to provide services such as consultancy, security and facility management and other services such as housekeeping, vehicles, etc. The Corporation will act as one-stop shop to the Departments or Organisations for centralized hiring of outsourced employees and services in the State.
