Hyderabad: Centre for Dalit Studies (CDS) on Saturday criticised the State government for failing to implement the Schedule Caste/Schedule Tribe Sub-Plan Act that was introduced in May 2013. They demanded legal sanctity to the Act by structuring norms and conditions.

Speaking to media persons, CDS founder Mallepalli Laxmaiah said that the government had spent only 20 per cent of the total funds allocated under the Act for the SC and the ST communities.

“In the current financial year, a total budget of Rs 12, 654 crore (Rs 8,585 crore for SC and Rs 3,666 crore for ST Sub-Plans) was allocated under the Act. Of the total amount Rs 5,526 was released, but only Rs 2,341 crore was spent; still about 80 per cent of the funds is left unused. The delay by the authorities and representatives concerned exhibit the government’s negligence towards the implementation,” he added. CDS director M Anjaneyulu said that as per the norms the high-level committee chaired by the Chief Minister was supposed to appoint representatives from SC and ST groups as ‘State Development Counsels’, who would participate in the formation of rules and regulation for the Act. But, the government did not even initiate the appointment process.
