Hyderabad: The AP State Reorganisation Bill-2013 should be immediately returned to the President if legislators did not want to debate on it in the State Assembly, TJAC chairman Prof Kodandaram said on Tuesday. There was a big conspiracy from ‘Gully to Delhi’ to stall the formation of Telangana, he added.

Addressing the gathering at the TJAC’s ‘Sampoorna Telangana Sadhana Deeksha’ at Indira Park, Kodandaram said that all attempts of Seemandhra sections would prove futile because the draft Bill would be returned after January 23. According to the TJAC chief, the draft Bill was sent to the State for eliciting opinion of legislators but not for voting in the House. Stating that the Telangana community would not approve voting on the draft Bill in violation of rules, Kodandaram appealed to Seemandhra leaders not to fuel tensions amongst people of the State by holding up the draft Bill beyond the stipulated time.

He said that the JAC was seeking amendments to 13 clauses in the draft Bill including a strong ‘no’ to Governor’s authority over jurisdiction of the common capital and also to the Godavari Water Board besides constituting different High Courts for both States, setting up a separate Telangana Public Service Commission, distributing government employees and pensioners based on nativity.

TJAC members would also embark on a New Delhi tour to meet presidents and key leaders of various national and regional parties and seek their support in this regard, Kodandaram added. Both the Chief Minister and the Assembly Speaker had colluded to delay the process of returning the draft Bill to the President, TRS secretary-general K Keshava Rao alleged. He sought immediate intervention of the Congress high command in view of their defiant attitude.

Demanding continuation of debate in the Assembly, whatsoever, BJP senior leader Nagam Janardhan Reddy pointed out that the Assembly has no say over amendments. He charged Seemandhra leaders with misleading the House on this issue.

The Telangana JAC co-chairman Mallepalli Lakshmaiah felt that the demand for voting by Seemandhra legislators was unconstitutional. Irrespective of whether the Assembly discussed the draft Bill or not, formation of Telangana was inevitable, he said.

Meanwhile, Telangana Jagruthi president Kalvakuntla Kavitha said that women of Telangana would throw bombs instead of cricket balls at the Chief Minister it he took up batting. She also accused D Sridhar Babu of enacting a drama in the name of resignation since elections were round the corner. Left leaders K Govardhan, P Suryam, TJAC steering committee members G Rajender Reddy, G Deviprasad, C Vittal, Addanki Dayakar, Kathi Venkataswamy, K Raghu, Venkatesham and others also spoke on the occasion.
