Hyderabad: The Congress high command has made it clear that there is no way the state Assembly or the Chief Minister can stall the process of taking forward the formation of new state of Telangana.
Indicating this to the Minister for Panchayat Raj, K Jana Reddy who met him in New Delhi on Sunday, the AICC General Secretary in charge of AP affairs, Digvijay Singh, said that the Bill had been sent to the Assembly only to seek its views and it had no powers to reject it. Even if it did so, there would nothing to worry as it would not have any bearing on the process of introducing the Bill in Parliament.
Digvijay was understood to have told Jana Reddy on Sunday that the high command was determined to go ahead with the process and see that the Bill was passed in Parliament in February. He told Reddy that they proposed to introduce the Bill during the second week of February. Though he did not indicate any date, Congress circles say that it may be introduced in Lok Sabha on February 11. When Jana Reddy informed him about the assertion of the Chief Minister N Kiran Kumar Reddy in Assembly saying that the Bill was unconstitutional and was full of mistakes, Digvijay was said to have reacted saying, “There is nothing new in what CM has said.” He also expressed happiness that over 80 members of the Assembly had participated in the debate.
Later, speaking to the media, Jana Reddy said that the high command was closely monitoring the developments in the State. He said he had not made any complaint against Kiran but had only apprised him of the developments that took place in the assembly on Saturday. Even Sonia Gandhi was said to have reviewed the situation on Saturday with senior party leaders in Delhi.
Meanwhile, T Congress MLAs and MLCs wrote separate letters to the Speaker N Manhohar, Council Chairman A Chakrapani and Governor E S L Narsimhan, opposing the move of Kiran to bring a resolution in the Assembly to reject the Bill. They urged the presiding officers of both the Houses to reject the notice, saying that the decision of Chief Minister was not valid as it did not have the approval of the council of ministers. Under Rule 167 (C), the government cannot move any official resolution without the consent of the Cabinet, government Chief Whip G Venkataramana Reddy said.
On the other hand, the Vice-Chairman of the National Disaster Management Authority (NDMA), M Shashidhar Reddy, criticised Kiran for raising technical issues at the eleventh hour. He said this was nothing but an effort to try to stall the process. MLC Shabbir Ali said that notices under Rule 77 and 78 were applicable only to government Bills and not the Draft T Bill.
The Telangana Rashtra Samiti is also working out counter-strategies to see that the Chief Minister does not succeed in his efforts to move any resolution.
Its senior leaders K Keshav Rao, Etela Rajender and B Vinod met a former Supreme Court Judge, Justice B Sudarshan Reddy, at his residence on Sunday. Etela, who is also the floor leader of the party in the Assembly, sought Reddy’s views on the Rules 77, 78 and 81.
