Hyderabad: The central government team led by Union Home Affairs Secretary Anil Goswami, tasked with the implementation of the AP Reorganization Act-2014, asked the committees working on the state bifurcation to complete the process with human consideration and ensure that it would benefit everybody.

The team comprising Anil Goswami, Special Secretary Rajiv Sharma and Joint Secretary Suresh Kumar met the members of 19 committees and reviewed the work progress of them. Endorsing satisfaction with the work done by these committees for the last 14 days, Goswami observed the committees should adopt a human approach while dividing the assets and liabilities and employees between Telangana and residuary Andhra Pradesh State.

When the committee working in division of assets and liabilities of public sector undertakings (PSU) between the States expressed doubt on finalising the issue before June 2, the Appointed Day, Anil Goswami said, “The issue would be solved after the State division and the same was noted down in the Act itself.” Such issues would be settled after one year in those states, he added. Chief Secretary P K Mohanty, who briefed the progress made by the 19 committees, said the committees met three times after the gazette notification issued on March 14. He explained the approach adopted for the division, the road map and the difficulties likely to be encountered. He assured that the committees would submit their reports by April 30 to the Central government. Goswami told the officials that the process should be completed well on time. He directed them to put everything in place by the Appointed Date for enabling the administrative units of the two States to start functioning.

“All the things such as creating Consolidation Fund for Telangana and Andhra Pradesh, division of treasury accounts, employees division and sharing of assets and liabilities should be completed well before the Appointed Date,” he observed.
