AP Secretariat to observe ‘Zero Week’ from May 25

For the first time, the Andhra Pradesh Secretariat would be observing a zero week. Starting May 25 to June 2, there would be no administrative decisions or financial transactions. All transactions would be closed by May 24 and the two new states would commence their new balance sheet after June 2, the date fixed for bifurcation.

This would be a week where transfer of man and material would take place to the respective blocks. Files would be shifted to the respective blocks. Equally infrastructure, which mainly include computers and peripherals, would be shifted to the respective blocks. Employees allocated to Seemandhra would move from their present office rooms to new offices and the Telangana employees would vacate rooms in J, K, L and H blocks and go to A, B, C and D. IAS officers would be allocated to both AP and Telangana after May 28. However, the government would not disclose the designation and place of allocation for bureaucrats before that appointed date. The administration fears that the beauracrats might approach the central ministers or the court if the designation and place of work are not to their satisfaction.

The salaries would be disbursed on May 24 itself. There would be no transactions of Dearness Allowance and other such allowances beyond that date for the month. After the physical transfer of data and files the government is likely to declare June 1 as a holiday. The administration would also come to a grinding halt as no policy decisions would be made or discussed.

Sources in the finance department say that a model administration with the division of both states would be tried and tested to overcome various lacunae and shortcomings during this week.

“The process will not be completed by the second week of June and it might take a few months for the entire bifurcation to be completed for the smooth functioning of the departments. Some of the files in the state finance and administration are yet to be sorted,” said the source.
