Guntur: Urban SP Ch Vijaya Rao paid tributes to Mahatma Gandhi portrait on the occasion of 150th birth anniversary celebrations at district jail here on Tuesday.
Speaking on this occasion, he said that nobody was criminal by birth.
Circumstances make them criminals. He said that India is a great country and urged the people to draw inspiration from Mahatma Gandhi.
He said that imprisonment would bring change in a person and mould him as a good person.
