With online services still not taking off the transport department issued orders to the Nagole RTA office to stop accepting applications by hand. It is three days now and the department plans to adopt the same tactic in all the RTA offices in Hyderabad and Ranga Reddy districts.

While online services have been successfully implemented in Mahbubnagar, Siddipet, Nizamabad and Sangareddy, online transactions are next to nil in the 11 RTA offices in Hyderabad and Ranga Reddy. Joint Transport Commissioner T Raghunath said, “The dynamics are different in Hyderabad and it will take some time before the online services become a reality.

RTA offices would stop accepting forms by hand in phases.” A senior official of the transport department said that applicants pay Rs 200 towards service charge and imposing a fee for application forms should not arise. The learning licence forms, permanent licence form, transfer of ownership form, NOC and many other forms used be printed at the Chanchalguda Press and were given free of cost to customers but anymore.

Application forms are sold at Rs 2 per form instead of Rs 1 per form and on an average about 250-300 forms are sold every single day from each of the RTA offices in both districts. The Transport Department Employees Cooperative Society prints the application forms and collects money.

The online services were introduced a few months back but the implementation is far from successful. In addition, the department is facing stiff opposition from the 2,000 odd agents operating in the city. Iqbal, an agent at the Nagole RTA said, “Applicants need help from agents. We have been working for over a decade and if the services go online, we would be jobless.”

However, the vigilance department receives a lot of complaints from the public on agents duping them. The list of services that are to be offered online include transfer of ownership, duplicate registration, duplicate driving licence, no objection certificate, state and national permits for transport vehicles of tourist buses and lorries, taxes, change of name, renewal of registration of vehicle (after 15 years), international driving permit, NOC from one state to another and one district to other, hypothecation of the vehicle and clearance certificate of driving licence.
