HC order on recovery of Mecca Masjid blast compensation to 70 Muslim youth

Hyderabad: The state Government is planning to challenge the High Court decision to strike down the GO issued granting compensation for 70 Muslim Youths who were said to have been wrongly implicated in Mecca Masjid blast case of 2007. The Chief Minister, N Kiran Kumar Reddy is expected to discuss the issue with the Minorities Welfare Department and the Advocate General before making formal appeal in the Supreme Court. The Minorities Welfare Department which was instrumental for issue of the GO granting a compensation of Rs 70 lakhs to 70 youths who figured in the case was keen on challenging the High court order for recovery of the compensation from the beneficiaries.

The National Commission for Minorities also recommended payment of compensation to the youths by recovering the amounts from the salaries of the Police personnel concerned. Minorities Welfare Department of the state government, in its order on December 6, 2011, sanctioned a sum of Rs 70 lakh "towards expenditure to be incurred in connection with Confidence Building Measures and compensation" for 20 cases affected in the blasts in 2007.

However the state Government had paid the compensation under a different head without collecting it for the police personnel. Only 20 of the youths were paid Rs 3 lakhs each while the rest got Rs 20,000 each. A division bench of the high Court headed by the Chief Justice Kalyan Jyothi Sengupta and Justice K C Bhanu questioned the Government on this court.

The Government issued the GO in December 2011. Prior to that the Chief Minister had made an assurance on the floor of the state legislative assembly that the cases against the youths would be withdrawn and the issue of payment of compensation would be considered.
