Industrial Corridors To Spark Industrial Activites For Bangaru Telangana. Promotion of Industrial Corridors enables to leverage the existing strengths for optimum utilization of resources.
Promotion of Industrial Corridors enables to leverage the existing strengths for optimum utilization of resources. The presence of important national and state highways, coupled with the availability of resources and opportunities, provides a great potential for development of industrial corridors in the state along these roadways. The corridors will be modelled after Special Investment Zones like the DMIC or the PCPIR.
While the available government lands will be utilized to spark industrial activities in the corridor, the privately held lands will also be regulated through special zoning regulations so that the desired growth of industries and support facilities can materialize.
Phase-I
• Hyderabad – Warangal Industrial Corridor
• Hyderabad – Nagpur Industrial Corridor
• Hyderabad – Bengaluru Industrial Corridor
Phase-II
• Hyderabad – Mancherial Industrial Corridor
• Hyderabad – Nalgonda Industrial Corridor
• Hyderabad – Khammam Industrial Corridor
PROPOSED INDUSTRIAL CORRIDORS IN TELANGANA
• Development of industrial corridors on roadways linking Hyderabad to Warangal on a priority basis.
• Subsequently, other corridors will also be identified on similar lines and detailed studies will be conducted to prepare the Master Plan for each corridor.
• Ultimately, each district headquarters of the State will be connected by a high speed rail and road network.
• Create at least two core sector-specific industrial parks for each sector.
• Ensure the benefits of industrialization reach every district, having two or more industrial parks.
• District-wise industry potential plans at the MSME level prepared, utilizing the natural resources available in each district.
• Sector specific industrial parks will be located in the areas of influence within the industrial corridors.
Key Industries in Telangana
• Knowledge based industries such as Information Technology enabled services (ITES), pharma and engi-neering components have a strong presence in Telangana.
• They are largely located in Hyderabad and Ranga Reddy districts which have strong infrastructure and support systems such as Special Economic Zones (SEZ), availability of skilled manpower and research institutions.
• The districts of Nizamabad, Karimnagar and Warangal are largely dependent on agriculture and are in need of industrial development.
Micro Small and Medium Enterprises Development
• Investment limits were enhanced with the enactment of Micro, Small and Medium Enterprises Development (MSMED) Act, 2006.
• Government of India has unveiled a policy best suited for Micro and Small enterpris¬es with the objectives of achieving 15% annual growth rate; increasing employment generation; creating congenial and hassle-free environment; helping the Small Scale Industries (SSI) sector to acquire new tech¬nologies and skills; improving export performance; promoting linkage between large and small sectors; and promoting appropriate institutional mechanisms to revive sick industries.
• During the period 2001 to 2015 (up to January, 2015), 40,894 MSMEs were established in Telangana with an investment of Rs.22520.63 crores, providing employment to 5,65,496 persons.
TRENDS OF MSMES SECTOR IN TELANGANA
Large and Medium Industries
• Up to January 2015, 2091 large industrial units were established with an investment of Rs.45393.33 Crores, providing employment to 6,67,499 persons.
Number of Units Approved in 2014-15
• During 2014-15 nearly 1496 entrepreneurs have applied for clearances under the Single Window System, of which 1173 clearances have been issued.
Dry Ports/ICDs/CFS
Since there are no sea ports in Telangana state , dry port infrastructure would be undertaken and all such projects shall be allocated funds under Industrial Infrastructure Development Fund (IIDF) and also by utilising ASIDE grants. State shall also provide additional funds where such funds are not already allocated.
• At least 2 ICDs/CFSs shall be promoted under JV model. Another two ICDs shall be promoted under JV mode.
• At least two logistics hubs shall be established in each of the two districts i.e. Warangal and Karimnagar Districts.
• Dry port may be established in either Nalgonda/Khammam/Mahaboobnagar District.
• Agri-warehouses, Cold storages and controlled atmosphere projects at various ports shall be extended financial support as per ASIDE guidelines.
• Amenities such as handling equipment, dredging shall receive subsidy from the state government for their expeditious completion.
RESEARCH AND INNOVATION CIRCLE OF HYDERABAD
• Hyderabad is home to a number of internationally and nationally reputed educational and research institutions.
• ICRISAT, CRIDA, CCMB, IICT, DRDL, NIPER,IIT, BITS, IIIT, ISB, UOH and OU are some of them.
• State intends to harness the talent available in these institutions to the fullest, in order to benefit the industrial sector by bringing new ideas, new innovations, new technologies, new products and services to make the industries in Telangana globally competitive.
• State recognizes the present gaps in innovation - entrepreneurship-investment ecosystem that has prevented the full utilization of the research and development work taking place in these institutions.
• Intends to create a platform to be named Research and Innovation Circle of Hyderabad or RICH in short, as a Section 25 Company that will link the research institutes, academia and industry along with venture capitalists, angel investors and Incubation Funds.
• Through this mechanism, innovation will be encouraged and commercialization of research will be promoted.
• RICH will focus on the core industrial sectors outlined earlier in this Policy.
• State will create a Research to Market Fund (RMF) to fund entrepreneurial activity, and provide a matching contribution up to Rs.100 crores to the fund for amounts contributed by private venture capitalists and angel investors.
SPECIFIC INITIATIVES FOR NOW
During the year 2015-16, in addition to the other mandates of the Policy Framework, the following specific initiatives are being implemented:
• New Pharma City and Chemical City with well-developed infrastructure including Waste Management.
• Development of the Hyderabad-Warangal Industrial Corridor.
• Development of Warangal as Textile hub of Telangana.
• Food processing and seed production initiatives.
• Mini-Industrial townships along with Industrial park.
• Direct loan facilitation to Dalit Entreprenures.
• Creation of venture capital/Angel fund
• Interstate VAT Rationalisation on Industrial inputs and outputs.
• Review and Reform all age old Industry sector Regulations, including labour laws.
SAFETY NET AND EXIT POLICY
• Other than Statutory Provident Fund type instruments, there is no safety net for industrial workers at present.
• In the event of closure of an industry, many of the employees are likely to face a serious economic crisis.
• State will explore the possibility of creating a safety net scheme with contribution of the industry and the Government to create a safety net for industrial workers.
CONCLUSION
• The new Industrial Policy promises to revolutionize the way industrial sector has been viewed by successive governments in this country.
• A day is not far when the new Industrial Policy of Telangana will shine as an exemplar among the best in the world.
• “Innovate in Telangana, Invest in Telangana, Incorporate in Telangana” will become the motto of industrialization in the new State.
• It is strongly believed that with the new Industrial Policy in place, a growth rate of 4-5% greater than the national
growth rate in the Manufacturing Sector can be achieved.
• Industrialists, investors and entrepreneurs to this new State and promises to fulfil their expectations both in letter and in spirit as espoused in the new Industrial Policy.
