Hyderabad: The Telangana State government is not pinning high hopes on the Union Budget to be presented on Saturday.

At a hurriedly convened press conference on Friday, the Chief Minister K Chandrasekhar Rao said that the 14th Finance Commission had clubbed TS along with Gujarat as revenue surplus state. However, he expressed hope that the Centre would agree to their demand for relaxation of FRBM (Fiscal Responsibility and Budget Management) limit besides doubling the Credit limit.

KCR stated that he had spoken to Gujarat Chief Minister over phone to muster support for relaxing FRBM and Credit limits. He felt that Finance Commission report was nothing but endorsement of his stand that Telangana would become a financially sound state if separated from Andhra Pradesh.

He welcomed Finance Commission recommendation for tax devolution of 42 per cent to states from the previous 32 per cent. Rao, however, had mixed opinion regarding the 2015 Railway Budget.

Funds sanctioned for Nizamabad-Peddapalli rail line should be welcomed but it ignored our main demand of Rail Coach factory at Kazipet. He said that he would pursue the matter with Prime Minister.

Rao stated that he would soon meet Karnataka Chief Minister to discuss about Telangana’s interest to utilise more than 100 TMC of surplus water that impounds Almatti dam.

This water could be drawn through gravity and it will be of big help to Mahabubnagar district as well as meeting drinking water needs of Hyderabad.

Since this is a very important issue concerning the state, Rao indicated that he is likely to visit Karnataka in the middle of the budget session.

The Chief Minister said that government was taking all steps to ensure that there were no power cuts this summer.

500 MW power from Kerala and another 300 MW from Gayathri Projects would be procured to meet the deficit power requirement, he said. By 2018 Telangana would become a power surplus state, he reiterated.

When asked about power share from AP, Rao stated that he would not lose his sleep over it.


Despite Centre, Governor and TS government asking it to abide by the AP Reorganization Act, AP has brazenly violated it and had even openly admitted it.
