Addressing district collectors conference at Hotel Mariott, the Chief Minister said that the urban population which was 41.6 percent would soon scale up to 50 per cent and hence urged the officials to develop each district town on the on the model of "Rio-de-Janeiro", the Capital city of Brazil which has the largest pay toilets in a capital city in the world.


He also urged the officials to promote dumping yards, (garbage dumps to be organized in districts towns like Karimnagar, Warangal, Khammam, Nizamabad and Ramagundem also) Grave Yards, Burial grounds, vegetable markets, meat and fish market, parks in close collaboration with people and elected representatives. He wanted every home to be given plastic dust bins for wet and dry garbage to be kept separately.

The Chief Minister warned that no government land should be allowed to be encroached in the cities and LED lights to be used for street lighting, proper maintenance of drinking water and drainage to be maintained. “We are spending Rs. 2, 70,900 crore for welfare activities as against just Rs.8, 700 crore of former governments and officials should see that every paise reach the people ", he added.
