A GAD study reveals that most of the employees in government departments do not attend to their duties
Hyderabad: A study conducted by the State government has revealed that teachers in government educational institutions are most irregular in attending their duties in Telangana followed by doctors in government hospitals, employees in Rural Water Supply, Agriculture , Labour and Employment, Women and Child Development, Panchayat Raj and Rural Development departments.
The study conducted by the State GAD (General Administrative Department Services) indicates that the teachers working in primary education, upper primary and high schools and intermediate and vocational colleges have not been attending their duties frequently. Most of them are found to have shirking their work.
In some cases, the government teachers were found busy teaching in private schools instead of concentrating on teaching in the schools where they were appointed. Incidents of teachers attending only half-day duty had also come to light. In the absence of a regular teacher, the Vidya Volunteers appointed on monthly honorarium basis were taking the responsibility to teach the students. The study report also indicates that the government teachers avail all leaves except earned leave.
The sources said the doctors working with the PHCs (Primary Health Centres) and Area and District Hospitals were equally at fault. Most of
them were either on leave or were said to be attending training programmes in teaching hospitals. The employees working in Rural Water Supply (RWS) have been ranked third worst in discharging their duties regularly. Most of them were not seen in the field.
They do not attend to the complaints received from the people. On one hand, the RWS wing faces staff crunch and on the other, the existing workers are not seen anywhere during emergencies. The officials of the State Agricultural Department, the report said, always stayed in the head office. The Agriculture offices in mandal headquarters and villages were lying unutilised even during the farming season.
The department received several complaints from farmers against the ‘disappearance’ of officials during Kharif and Rabi seasons. The duty of the officials is to educate farmers and make available all inputs including fertilizers, seeds and technology every season but that seldom happens. Women and Child Welfare, Labour and Employment, Panchayat Raj and Rural Development officials are also said to be not so sincere, but better than teachers and doctors.
The performance of the State Finance, Civil Supplies, Municipal Administration and Urban Development and Revenue departments is satisfactory as the officials are available to people on a regular basis. But, the officials were found taking more time to address the grievances for different reasons, the sources said. Irrigation, Energy and Police departments officials were found to have met the targets fixed by the government.
Following the construction of several irrigation projects and the establishment of new power generation projects, the government had set deadline and the officials were entrusted to complete the work at the earliest. With increase in threat perception from terrorists and anti-social elements in the recent months, the police officials are also denied permission from going on leave.
