KCR, according to sources, would submit this proof before the Apex Council meeting to be held on September 21 in New Delhi. Top Irrigation officials of Telangana told The Hans India that an official team from the department had recently visited Pothireddypadu reservoir located in Kurnool district and conducted a detailed study of the water being used by Andhra Pradesh. The team captured video footage on the “excess” withdrawal of water from the Srisailam reservoir.

The officials claimed that they have gathered all the required proof of the misuse of water from Pothireddypadu by AP government. As per the award, 34 tmc ft of water has been allocated for Pothireddypadu but it has drawn 70 tmc ft in last one year. Of the 34 tmc ft of water, 15 tmc ft should be released for Telugu Ganga and remaining 19 tmc ft is to be utilised under Srisailam Right Bank Canal (SRBC) and KC canal.

The Telangana government is likely to plead with the Apex Council that excessive use of water by Andhra Pradesh was depriving irrigation and drinking water to the state. KCR would also raise the issue of underutilisation of assured water from the Krishna river.

Telangana has been allocated 299 tmc ft of water and AP 512 tmc ft. KCR would explain to the Centre as to why the government had redesigned Palamuru – Ranga Reddy and Dindi project. The government stand is that the redesigned projects would help in optimum utilisation of assured waters.

The Chief Minister would also bring to the notice of the Union government that the state also has the right to utilise 90 tmc ft of Krishna water in addition to the assured water as compensation to the Polavaram and Pattiseema projects and diversion of Godavari water to Krishna by Andhra Pradesh.

The officials said that the Union Ministry in a communication informed the AP and Telangana that the meeting would deliberate five important issues – taking up of the projects referred by the Supreme Court; working arrangements for sharing of water; transparent mechanism for measuring outflows and inflows at different locations and reservoirs; mechanism for replenishment and over/ under drawal by the two states and the principles for sharing of Godavari water diverted to Krishna.

Apart from the Chief Ministers, four more delegates from each state would attend the meeting. Irrigation Minister, Chief Secretary, Special Chief Secretary to Irrigation and Engineer –in- Chief would participate in the meeting.
