Hyderabad: In its attempt to cut down red tape, the State government has decided to increase the scope of existing scheme of Sunandini covering cattle rearing farmers by extending subsidy in ‘both cash and kind’.

Christened as e-Laabh, the scheme will provide cattle farmers having two calves under existing Sunandini scheme, an option of receiving subsidy ‘in cash.’

Claiming that this was first of its kind in the entire country, the officials said that it will come into force by February first week as a project in Sangareddy, Medak and Siddipet districts.

The scheme which otherwise helped the farmers in kind by providing feed supplement, will help farmers to avoid all the red tape, with an option of receiving cash for buying the feed directly from the markets.

It may be mentioned here, that Sunandini scheme provides SC and ST farmers with 75 percent subsidy while others with 50 percent. The farmers availing the scheme can now submit their applications online to avail the benefits.

As per the existing process, the farmers have to apply for the scheme manually at the mandal office and based on the eligibility the government selects the beneficiaries.

After ensuring that farmers contribute their contribution, tenders are called for supplying the cattle feed. Later, the dealer at Mandal level distributes it to the farmer ‘in kind’.

“The entire process was resulting in delay in supply of the feed and was giving scope for corrupt practices and farmer was forced to take whatever feed was provided compromising on the quality,” said Special Chief Secretary of Animal Husbandry, Suresh Chanda.

It is being claimed that after the e-Laabh comes into force, it will eliminate the entire process which delayed the provision of feed. While cash transfer will be done directly to farmer's account, it will increase the scope of the beneficiary in utilising it.

After farmer applies online, the verification will be done at mandal level. “Now, the applications cannot remain pending and entire process will be transparent. Farmer can draw subsidy, put his money as remaining contribution and buy wherever he likes as per his choice and upload the bill to us,” added the official.

First of its kind scheme, amongst the subsidy provisions in the country, the district veterinary and animal husbandry officer will sanction the amount, which totals Rs 6,000 per unit after adding the farmer’s contribution per year.

In the current budget, Rs 8 crore was allotted and for the coming budget (2017-18), the government is likely to raise it to Rs 12 crore in the 2017 budget.
