After the formation of Telangana state, the Finance Department issued a GO 14 on July 2, 2014 pertaining to enhancement of wages for contract workers from Rs 8,454 Rs 12,500. The two department, however, have been passing the buck on each other in ensuring that the wages for workers are increased.

According to GO 11, highly skilled worker such as supervisor, foreman, senior chemist, works supervisor, assistant production manager and others belonging to similar categories should be paid Rs 15,281. The skilled workers such as lab technician, quality checker, carpenter, electrician and other should get Rs 12,250. Semi-skilled workers like assistant carpenter, assistant electrician and other should get a salary of Rs 9,981 and the unskilled workers who include helpers, attender should get Rs 8,454, the GO said.

In accordance with the Minimum Wage Act of 1948, the Labour Department should revise the pay scales once in every five years, hiking the salaries of contract and outsourcing employees. Though five years have elapsed since the GOs was issue, the State government is yet to release the revised GO. Both the Finance and Labour Departments have disowned the responsibility in this regard.

State Government Contract and Outsourcing Employees Union member Kumar Swamy alleged that the contract workers have been not paid in accordance with the pay scale enshrined in GO 11 and even the Provident Fund (PF) was
denied.

He said the Minimum Wages Act, 1948 says that the governments to review GOs pertaining to enhancement of salaries to contract workers once in every five years basing cost of living. He further said the State government had even ignored the orders by the Supreme Court and High court in this regard.
