Hyderabad: Telangana state government has withdrawn its idea to scrap the existing zonal system. Instead decided to increase the zones depending on the requirement after a detailed study.

At present, two zones have been in the existence in Telangana. Erstwhile districts of Adilabad, Karimnagar, Warangal and Khammam come under Zone V and the remaining six districts – Hyderabad, Ranga Reddy, Nizamabad, Mahbubnagar, Medak and Nalgonda districts are covered under Zone VI.

During a high-level meeting with all department secretaries on job appointments in Telangana state, Zonal system, Presidential Orders, Chief Minister K Chandrasekhar Rao on Saturday decided to give up the idea of scrapping the zonal system and continue the existing district, zonal, multi-zonal and state cadre in the recruitment of the posts.

After seeking opinion from legal experts and his cabinet colleagues, the CM also decided to increase the number of zones in proportionate to the number of districts which were increased from 10 to 31 under district reorganisation last year.

Till date, appointments are being made on the Presidential Order issued in the united AP. The newly-formed 21 districts have changed the entire state map. Since it is not possible to implement the old orders, KCR said, “we have to form new zones and finalise which districts come under what Zone.”

Based on the committee, headed by Deputy Chief Minister K Srihari, and its recommendations, the state Cabinet would pass a resolution for a new Presidential Order which is required for the newly-formed Telangana state. The Chief Minister said he would meet the Union Home Minister in New Delhi and see that the new orders are issued soon.

The CM said every appointment made by the government should be done in tune with the Presidential Orders. Public sector undertakings like Singareni, RTC, Transco, Energy departments etc., should also come under the purview of Presidential Order. There should be clarity on posts, cadre and promotions. The committee would finalise which post would come under the districts, zonal, multi-zonal and state cadre in its study.

KCR instructed the committee to hold a meeting with the Collectors, Secretaries of all the departments and take decisions accordingly. The CM asked the committee to study in a scientific manner to finalise the proposals with litigation proof and pave way for ‘Bangaru Telangana’.
