However, KCR minced no words when speaking about RTC staff demands and stated that it is up to the employees to decide their future as states like Madhya Pradesh and Chhattisgarh have stopped public transport completely. He said the leaders of RTC unions were not invited to the meeting as the Cabinet sub-committee would hold discussions with them in the coming days and decide on their issues.
Although it was announced initially that KCR would hold one-hour meeting with the employees associations on May 16 and announce government decisions by 4 pm, the meeting went on till 9 pm after which the CM addressed the media.
KCR said that a three-member PRC panel would be appointed shortly moving away from the past practice of one-man commission to expedite the report which would be submitted before August 15. A decision on IR (Interim Relief) for the employees would be announced on June 2.
The government has also given its nod for employee transfers’ demand. A committee headed by Special Chief Secretary Ajay Mishra would be appointed to frame guidelines on implementing it transparently and without any scope for corruption. This process would be completed before Panchayat Raj elections to be held in July. Spouse transfer cases would be implemented without fail, he stressed.
KCR said his government would devise a permanent Telangana Transfer Policy and Promotion Policy so that these processes are taken up on regular basis.
The Chief Minister said the Cabinet sub-committee appointed to look into employees’ issues would continue indefinitely, as per the demand of government staff so that issues could be brought to the government’s notice from time to time.
He said that pending 2DAs (Dearness Allowance) for government employees would be implemented at the earliest. Also, on the CPS (Contributory Pension Scheme), he said the state government would take a stand convenient to the employees.
As regards the zonal system, KCR said the employees want four zones and a final report would be sent after taking feedback from them at the earliest. “We want the Presidential Order in a month,” he said.
Also, LTC (Leave Travel Concession) for government employees would be implemented removing all limitations that existed before. Every year LTC would be given to every employee without asking him/her to furnish bills and proofs, he stressed.
With regards to the Compassionate Appointments, directions will be given by CS to all departments to implement it in 10 days without fail, he said. The Chief Minster also announced 5-day leave every year for women employees in the government.
Replying to a query on the RTC unions objecting to reports by their management on losses, KCR said it was not correct to fault the officers as they would just give figures without the need to manipulate them. He said the TRS government did a lot to give a lift to the state transport department from the losses, but employees were making unreasonable demands.
Meanwhile, speaking at a press meet in Makhdoom Hall earlier in the day, the RTC JAC leaders said the labour community was hurt by CM's statements made a day earlier which were covered in the media on Wednesday.
They said that RTC losses were not due to the wages given to workers but due to ineffective policies of the RTC management and government. They said the annual burden on the state transport alone was Rs 600 crore and if the government took care of it, there would be no losses. In states like Karnataka and Maharashtra, the state governments are taking care of the burden on diesel and also giving relaxations on taxes, the employees said.
The RTC JAC decided to register their protest against the government's attitude by holding lunch hour demonstrations wearing black badges on May 18. Also, a round table meeting would be conducted on May 21 with leaders of national trade unions.
