Centre yet to release `2,812 crore balance to TS out of its GST share of `4,464 crore

Hyderabad: The Telangana State Government has come out in the open to confront with the Union Government on the release of rightful share of tax dues owed to Telangana under the new single tax system - Goods and Service Tax (GST) which came into force in July 2017 in the country.

Finance Minister T Harish Rao on Tuesday demanded that the Centre release the balance amount of Rs 2,812 crore out of its total share of Rs 4,464 crore from the GST collections.

In a strong letter to Union Finance Minister Nirmala Sitharaman, Harish Rao said that the state had received only Rs 1,652 crore and the balance amount was yet to be released by the Centre.

"Telangana's share of Integrated GST (IGST) comes to a total of Rs 4,464 crore.

Out of balance of Rs 1,76,688 crore, only Rs 67,998 crore was distributed to the States based on devolution formula. As a result, Telangana received Rs 1,652 crore," he said.

The Telangana Finance Minister pointed out that "as per CAG, the States' share in IGST is 50 per cent which works out to the States' share to Rs 88,344 crore, but not Rs 67,998 crore as distributed to the states by the Centre.

He said that "the due share of Telangana in IGST work out to Rs 4,464 crore. But released Rs 1,652 crore only and thus there is a short fall of revenue of Rs 2,812 crore on account of the Centre's decision of transferring Rs 1.76 lakh crore to the consolidated fund of India instead of distributing the same as IGST ad hoc settlement."

The minister further said that most of the states have also witnessed shortfall because of the new transfer procedure followed by the Centre this year.

He also pointed out that the T state was one of the few states which did not receive any compensation in 2017-18 and 2018-19. He requested the Union minister to issue necessary orders to the authorities concerned to ensure the release of the balance amount of Rs 2,812 crore due to the Telangana as per the GST Act and the constitutional provisions be released to the state at the earliest.
