Hyderabad: The Telangana State Board of Intermediate Education (TSBIE) is reportedly facing an issue in which it has to give 'double promotion' to the student if it want to cancel the Intermediate Advanced Supplementary Examination (IASE).

According to the TSBIE sources, both the TSBIE and the Andhra Pradesh Board of Intermediate Education (APBIE) have similar norms and regulations of the Intermediate courses.

Speaking to The Hans India, a senior TSBIE official said, "Despite the division of the Board, following the creation of separate Telangana, nearly, both the Boards have similar regulations for the intermediate courses."

When the APBIE decided to implement that the State government's decision to cancel the IASE, the same can also be looked into as to how to apply it, if the TSBIE also decides to cancel its supplementary exams and to promote all the candidates.

When contacted, sources in the Commissioner of APBIE, said that the Board is yet to finalise the modalities as to how to promote all the candidates.

According to APBIE officials, there is no problem in case of either of the Boards regarding promoting the first year, intermediate candidates. Because, the same regulations apply and the students of intermediate course, even when failed in few subjects are treated as deemed to have been promoted to the second-year course.

But, in the case of the second year, intermediate course students there are three categories of failed candidates. Firstly, those who were declared failed on account of not qualifying in all or any of the subjects of the second year intermediate examination.

The second category of students is of who have passed in all the subjects in second-year intermediate examination. But, failed to clear their first-year backlog papers.

The third category of failed candidates is those who have appeared for all the papers in the second year and backlog paper in the first year. But, failed in both or in some subjects in both the years.

"The Board conducts the supplementary exams after the announcement of the results every year. But, only around 40 to 50 per cent of students who appear in the supplementary exams clear the examinations," he said.

If the Telangana State government decides to promote all the students of the second year intermediate by cancelling the supplementary exams, then the TSBIE has to figure out two categories of candidates.

Firstly, the number of candidates out of 1,28,169 who have been declared failed only in the second year intermediate course. Secondly, the number of candidates who have failed both in their first year backlog papers as well as in the second year examinations.

Because promoting them in both the first and second-year intermediate course amounts to giving double promotion. Then, figure out, its implications and legal issues involved, he added.
