Practically speaking election commission cannot curb these acts since these offenses are committed by high profile representatives such as Prime Minister, opposition leader, party presidents (Your karma awaits you, Rahul hits back at Modi, May 6).

The only way out appears to be to prohibit rallies, meetings all together so that menace of hate speeches along with sound pollution can be curbed effectively.

People should be made to vote, based on the performance of parties.
