The State Government has decided to initiate disciplinary proceedings against senior IPS officer Umesh Kumar. A GO (Rt. No.2107 on May 9, 2013) has been issued to this effect. He is one of the senior IPS officers vied with Dinesh Reddy for the post of the Director General of Police and failed to make it. He is currently posted as chairman for Godavari Valley Development Authority.A

According to the government order, the article of charge against Umesh Kumar says that he had exhibited misconduct by addressing Airtel authorities with false crime number to furnish the call data records of the personal cell numbers of Dinesh Reddy and his wife.A Thus, Umesh Kumar exhibited lack of integrity, devotion to duty and conduct which is unbecoming of a member of service and thereby contravened rule 3(1) of the All India Services (Conduct) Rules, 1968, the article of charge said.

Umesh Kumar is accused of abusing his official position as the Director General of Anti-Corruption Bureau (ACB) and sent a letter to the Airtel authorities with false crime number seeking to furnish call data records of DGP and his wife's phone numbers in an attempt to scuttle his prospects of becoming the head of police force. A criminal case has been registered by the CID in this connection and two persons including a senior journalist were arrested for helping Umesh Kumar in committing the alleged offence. Even as the trial is pending before the court, the government has decided to initiate disciplinary proceedings against him.
