State government has on Tuesday issued revised guidelines on selection of teaching staff at all the private DIETs (District Institutes of Education and Training) or Teacher Training Centres (TTCs) offering two-year diploma course in education. The staff pattern shall be one principal and six lecturers. Among the principal and lecturers, one member shall be from foundation subjects and five in Methodology subjects.

One more from Fine Arts and Performing Arts or Health and Physical Education shall also be appointed. This means, in all seven teachers, shall be there for every college. But on permanent rolls, six teachers are enough including the principal.

The selection pattern was not changed. But the experience required for the post of Principal is enhanced from two years to three years. He or she should have M Ed qualification in Foundation or Methodology subjects. No one from fine arts or physical education background shall be made principal.

For lecturer posts, 55 per cent of marks in graduation in the relevant subjects along with B Ed or M A Education is necessary. In case of SC, ST and PH candidates, five percent relaxation is there.

The guidelines were issued at a time when the process of registering web options for admissions into D Ed colleges has been going on. More than 600 private D Ed colleges have been there in the state but nearly 70 percent of them do not have sufficient number of lecturers and principals. There are colleges where even the correspondents and representatives of managements act as principals. The search committees which inspected the colleges though knew about it but did not mention about it for reasons best known to them.
