Hyderabad: As the draft T Bill reached the State Assembly on Friday afternoon, a new controversy over the timing of distributing the copies among members emerged in the House. While the T MLAs insisted that the copies of the Bill should be circulated to them immediately, Seemandhra MLAs claimed that unless the Bill was tabled in the House it should not be circulated.
The Assembly lobbies witnessed an interesting scenario, as the MLAs, cutting across party lines, got divided on regional lines and held meetings to discuss the issue. Later, they met Speaker N Manohar and presented their arguments. The T MLAs from TRS, BJP, T TDP, CPI and CPM also gave a notice of privilege against Chief Secretary PK Mohanty alleging that he had delayed sending the copies of the draft T Bill to the Assembly.
TDP leader P Keshav informed that as per the procedure the Governor, being the head of legislature, would send the Bill to the Speaker and he would announce on the Floor of the House about the communication he had received. Only after that it can be circulated to the members. The Assembly then has to move it and seek the permission of the House to discuss the Bill.
But the T leaders say that since the Bill had come from the President, the Speaker can circulate the copies and initiate a discussion immediately.
Even on the question of voting, there is a serious difference of opinion among the members. While TRS leaders T Harish Rao, K T Rama Rao and BJP leader N Janardhan Reddy said that there was no need for putting each of the clauses of the Bill for voting.
But the former Speaker Y Ramakrishnudu said that unless there was voting it cannot be called as opinion of the House. The report by the Speaker has to mention whether the House has agreed or differed with the Bill and for that voting is must. He further said that if any member or members insist on division then Speaker would have no option but to put it to vote.
