Hyderabad: Despite the two rounds of meetings Chief Minister N Kiran Kumar Reddy had with AICC general secretary Digvijay Singh, he continues to feel that the process of bifurcation of the state would not materialise before the 2014 elections.
In an informal chat with media in the premises of the Assembly on Friday, Kiran said that he was still of the opinion that without deleting or amending Article 371(D) the state could not be divided.
He said this was clearly indicated in the Draft AP State Reorganisation Bill, 2013, he added. Chief Minister said that there were several loopholes in the clauses of the Bill and hence it would not stand legal scrutiny. Ministers Ganta Srinivasa Rao, TG Venkatesh and others also said that Kiran had put forward the same argument before them when they met him in the morning.
He also said that everyone in the legislature did not know English and hence it would have to be got translated into Urdu and Telugu before being circulated among the members. He also felt that voting on each of the clauses was necessary to record the opinion of the House. If that takes place then the Bill would be defeated, he felt.
When the Congress MLCs from Telangana met him in the Legislative Council and requested him to take up the Bill for discussion in the both Houses, Kiran Reddy told them that the Business Advisory Committee (BAC) would take a decision on it. The BAC would meet on Monday to decide this, he added. Replying to a question on whether the process would be completed within the time given by the President, he said, "We can't say this at this juncture."
Meanwhile, it is learnt that Chief Secretary A K Mohanty has written to the Union Home Ministry seeking clarification on whether the Assembly has to get the Bill translated and printed or the Centre would do it.
