Hyderabad: The voter-verified paper audit trail (VVPAT) system in electronic voting machines (EVM) would not be implemented in 2014 general and Andhra Pradesh Legislative Assembly elections, according to Vinod Zutshi, deputy election commissioner, Election Commission of India.
Addressing the media persons here on Monday, Vinod Zutshi said that the Commission would introduce EVMs with VVPAT in some constituencies in the next elections as pilot project. He said that the system was tested in some constituencies in Nagaland and Delhi elections. The voters can see the display of their voting pattern for which they have voted. “The display will be disappeared after they view it”, he said.
The newly introduced ‘None of the above’ (NOTA) would feature as the last button on the electronic voting machines (EVMs) in the coming general elections.
He said that the Commission would implement stringent measures to control the expenditure of the candidates in the election. For this each constituency will have expenditure observer and assistant election observer to look after the expenditure control system (ECS).
Vinod Zutshi reviewed the electoral rolls of the state with district collectors at Jubilee Hall. During his interaction with the officials, Zutshi stressed on the need for error-free-electoral rolls, and directed the officials ranging from district election officer to booth level officers to work with dedication.
“A total of 30,98,445 people applied for voter enrollment till December23, the last date for the application for voter registration. A draft voters’ list would be published by January 16, 2014 and the voters can check their names from the next day. The voters can enroll their name in the list if their names are missing from it, this can be done within ten days from the date of the release of the draft voters’ list, he added.
With regard to the Elector Photo Identity Card ( EPIC), he said that the Commission has been making efforts to issue EPICs to all voters. He said that the Commission would issue voter information slip, that would have details like polling station, ward and constituency, to all voters in the coming elections. These slips would be accepted as identity cards in case the voters do not possess EPICs, he said.
Vinod Zutshi said that the district election officers were asked to identify the vulnerable voters and take all measures for free and fair use of their franchise during the elections.
