New Delhi: Union Science & Technology Minister S Jaipal Reddy on Friday said that Telangana would become a reality by the third week of February.

He said the Assembly was caught unawares as Kiran Reddy sprang a surprise on everyone. Dubbing it as a mere prank, Jaipal Reddy said it would not impact the process of bifurcation of AP and creation of Telangana.

“The passing of the resolution by voice vote is unfortunate. Such a resolution has neither legal nor political significance,” he said. On false slogans, people’s emotions should not be stoked, he said.
President Pranab Mukherjee made a reference of the Andhra Pradesh Reorganisation Bill to the Andhra Pradesh Legislature under Article 3 of the Constitution. Under the Constitutional requirement all that is required of the State Legislature is to merely comment on the Bill and not to vote on it, he said.
Under Article 3 of the Constitution, the Centre has absolute powers to reorganize the State, he said. Powers given to the Centre under Article 3 of the Constitution is paramount. The State cannot take away from the Constitutional scheme of things, he pointed out. Jaipal Reddy pointed out that there are three Lists in the Constitution, like the Central List, State List and Concurrent List. The Andhra Pradesh Reorganisation Bill only draws powers from this to confer special powers on the Governor. In such an arrangement, there is nothing illegal or unconstitutional, he said.
Taking a dig at the Seemandhra leaders, who claimed that they want to safeguard the self-respect of the Telugu people, Jaipal Reddy said the Telugu people are spread across several places. He wondered how the protagonists of united Andhra Pradesh propose to achieve their goal. There are Telugus in several parts of Tamil Nadu, in Bengaluru and Bellary and so many places.
How will they oroganise all of them under the banner of Andhra Pradesh, he asked. He sought to underscore the point that there can be two States for the Telugu-speaking people.
