Hyderabad: Ahead of the budget session of Parliament, the issue of State bifurcation is taking new twists and turns.

At a time when Chief Minister N Kiran Kumar Reddy was contemplating to knock the doors of the Apex Court challenging the Centre's decision to bifurcate the State and meet the President on Tuesday, the AICC high command in a counter move asked him and all Seemandhra MPs to be present at the AICC ‘war room’ in Delhi on Tuesday.

It now remains to be seen if Kiran, who has been portraying himself as a rebel and champion of united Andhra Pradesh, would attend the meeting in the war room or not. Sources here point out that the possibility of Kiran attending the meeting was remote. Sources close to Kiran say that the party high command called up Kiran soon after he got confirmation of the appointment from the President It appears to be scared of the conditions being put forward by the BJP for supporting the Bill. The AICC wants to try and make them fall in line so that the process of carving Telangana State can be completed immediately. Kiran is scheduled to meet the President at 12.30 pm on Wednesday.

Speaking to the media, Minister Sake Sailajanath said, "When we call on the President we will bring to his notice about the resolution passed in both Houses rejecting the Bill. We will plead with him not to allow the Centre to introduce the Bill in Parliament."

Meanwhile, the Chief Minister is understood to have consulted legal experts on when to approach the Supreme Court to challenge the Centre's T decision. Kiran wants to ascertain whether the petition should be in his personal capacity or on behalf of the government.

Personally, Kiran wants to file it on behalf of the government based on the resolution that was passed in the Assembly rejecting the T Bill and by invoking Article 131 of the Constitution which says that the apex court will have original jurisdiction in the case of a dispute between the Centre and the State. If this arguments stand legal scrutiny then Kiran would ask Chief Secretary P K Mohanty to file the case.

However, the Deputy Chief Minister C Damodar Rajanarsimha has strongly opposed this move.

Amidst this scenario, the Congress rebel MP Rayapati Sambasiva Rao on Monday said the Seemandhra MPs would once again give notice of no-confidence against the UPA government on Wednesday.

On the other hand, arrangements are on in New Delhi for the silent protest at Shakti Sthal by the Chief Minister. PCC president Botcha Satyanarayana is also likely to participate in the programme.
