Hyderabad: The PIL bench of High Court on Monday reprimanded the State government for dragging its feet over the conduct of elections to the urban local bodies. The bench, however, extended the time for the conduct of the said elections by four weeks and directed the government to report compliance. The bench was dealing with an application moved by the State government in writ petitions filed by Forum for Good Governance and another questioning the action of the authorities in not holding elections to the Municipalities and Municipal Corporations in the State whose term expired by September 29, 2010, and on same day, in issuing notifications vide GO Ms No 424 and 425 appointing Special Officers to the said bodies as illegal, arbitrary and in violation of the provisions of AP Municipalities Act, 1965, the GHMC Act, 1955 and Article 243 of the Constitution of India.

The petitioners sought a direction to the State government and the State Election Commission to hold elections for constituting the Municipalities and Municipal Corporations. Earlier, the bench presided over by the Chief Justice had granted time till September 2013. The government then moved the court for extension of time stating the ‘instability’ prevailing in the State. The court then extended the time by another eight weeks. In the present application the Chief Secretary informed the court that it required more time ‘till everything is settled’. The bench, visibly disapproving the stance, pointed out that the situation was the same when the earlier order was made and the government was aware of the same.
