Hyderabad: The fate of 46,000 state-level officers working in different departments hangs in balance as their domicile status is in dispute. A majority of them, despite having hailed from Seemandhra districts, are preferring to continue in Telangana. It is more so with those working in Hyderabad.
The Telangana employees organisations have been insisting on giving due priority to the officers, who belong to the region by birth, in filling the key posts. There are also officials from Telangana preferring Seemandhra as their place of domicile. The central committee on personnel to be set up by the Centre will be tasked with the responsibility of deciding the domicile options of these employees.
The official panels working on staff pattern and personnel division between the two states, had completed only the preliminary exercise on the domicile status.
A majority of the officers have been preferring to opt for their present working place as their domicile. Chief Secretary P K Mohanty said that there are 78,000 state-level posts to be decided between the residuary Andhra Pradesh and Telangana. Problem would not arise in case of some 32,000 posts as both their domicile and working place happened to be the same.
Some officials working in the state capital, despite their Seemandhra orign have been claiming Hyderabad to be their place of domicile. The Telangana Employees JAC has been strongly objecting to their claims. But as per the provisions of the Article 371 D, the domicile preferences of the employees should be honoured by the government when a state was being divided to carve out a new state.
All these officials should submit their option status first to the central committee indicating the State they would prefer to stay with after bifurcation. The final decision would be the discretion of the Central committee.
