Hyderabad: The new state of Telangana will retain both the Grey Hounds and the Octopus – the elite forces that were groomed with a specific purpose. The residuary State of Andhra Pradesh will raise similar units on its own in due course to meet the needs of internal security. The Centre would meet the total cost of training the new units.
The committee on the division of police forces took a decision to this effect. Andhra Pradesh would start from scratch in building its own elite forces. The committee headed by Principal Secretary for Home TP Das met the police top brass including DGP B Prasada Rao here on Tuesday and discussed the police structure in both the proposed States.
When the issue of Octopus and Greyhounds came up, the top officials stressed the need for the elite forces in both the States in view of the new challenges being faced. The committee would formulate the plan later by March 20 indicating the budgetary implications for raising both Greyhounds and the Octopus in the residuary State.
The personnel to be recruited for raising the two new units would be imparted training for the next three years at the institutional facilities available at the headquarters of the Greyhounds and Octopus in Hyderabad. The meeting also decided to segregate all the files relating to the police, prisons and other departments by March 20. Copies of every file would be provided to Andhra Pradesh, Telangana and State Archives. There are about 1.09 lakh police personnel in the State against the sanctioned strength of 1.29 lakh.
The committee preferred to make the services of the AP Special Police (APSP) and the Special Protection Force (SPF) for both the States on sharing basing. DSP post would be considered as State cadre post and these posts would be divided between the two States on 58:42 per cent ratio.
An official, who attended the meeting, said that the committee would submit all these details to the Central committee to be constituted by the Centre. He stated that division of 90 per cent of police personnel would be an easy affair and the rules and regulations for dividing DSP posts would be evolved by the Central committee. The process of division of police personnel and infrastructure between Telangana and the residuary AP had begun, said DGP B Prasada Rao.
